What is meant by rights and responsibilities of pet owners and in some cases, liability for the violation of certain norms? To these and other questions should give an answer to the new regional law “On certain issues of content allowed in the Tver region”, which took place at the Legislative Assembly of the region.

The Chairman of the permanent Committee on agrarian policy, environment and property of the V. Suyazov (his Committee is guided by the law) said that all legal issues . which have arisen at representatives of the Prosecutor’s office, chamber of Control and accountsof Tver region, the regional Department of the Ministry of justice, environmental prosecutions and the legal administration of the Legislative Assembly, the draft law provided for extended discussion, already tested . During the discussion, he offered to speak to community members and experts.
The problem of legislative regulation of the issues with Pets is long overdue. In practice, clear solutions yet. Currently issues with Pets, protect them from abuse, the regulation of quantity of stray animals on the Federal level is not resolved. A member of the Legislative Assembly, the Chairman of the Tver regional Association TSZH and ZHSK Olga Kirichenko proposed to consider the establishment of a register of veterinary clinics . on the territory as a region and individual municipalities. Deputy head of the state institution “State inspection on veterinary science” the Tver region Natalia Ŝagina, whose office was involved in the development of the bill, explained why the law only applies to cats and dogs . “We have analyzed the laws of 42 of the subjects, where they are accepted, looked at what is important to us and reasonable, based on the characteristics of our region. Why is prescribed in the law only cats and dogs? Simply because these are the most common domestic animals, so called Pets. All other Pets do not fall under this classification” .
There were many questions on compulsory vaccination, dog registration, the form of the veterinary passport . And, of course, it could not go about responsibility for violation of requirements of the legislation . “The liability provided for in the law of Tver oblast “On administrative offences”. The law will come into force after three months from the date of its official publication. There are further transitional provisions: the owners, who at the time of entry into force of the law allowed, will have to register them within six months. All this time (a total of nine months) veterinary service will conduct outreach, explaining the provisions of the new law. Responsibility will come just nine months, and during that time we plan to amend the law “On administrative offences” . — said Natalia Ŝagina.
The head of Tver Alexander Baskets emphasized that the law, of course, necessary and it is more than timely. Moreover, Tver is a package of consolidated proposals . the municipality and offered for consideration by the appropriate Committee of the legislative Assembly. “Add two more questions. The head of the Tver regional public organization “Club of fans of animals “viola Polaris” Zoya Vishnyakova said: “I support the adoption of this law and glad me as an expert was invited to participate in today’s debate, listened to my arguments and suggestions. This law, in my opinion, in its current form is index-banning, and some of its provisions are not supported by anything. For example, many rights and obligations that imposes on me the law, I simply can’t do. For example, this applies to training and walking grounds, courses for dog owners. Where I, as a dog owner, to take the courses? Understand, basically all people are law abiding and want to obey the law, but do not have the opportunity. While the bill does not give answers to all questions” .
Of course, the law is not universal and does not have any comprehensive solution of the problems. But it is necessary. And the necessity of its adoption was recognised without exception, all the panelists.
“The law definitely will work. But it is not constant and, of course, will change. We will make the necessary changes as you learn all the nuances of its implementation, taking into account future developments of its application in practice. So today’s discussion was very important – it will help to be clearer on some points” . — said Natalia Ŝagina.
“In preparing the bill for consideration on second reading at a meeting of the Committee, and subsequently at the plenary session of the regional Parliament we will consider the suggestions that have been raised today. In addition, I want to emphasize that the law is not a dogma. As necessary, it will be amended. We take the implementation of the law on the control and in the future, together with public men will carry out constant monitoring of its implementation in the region.
